I just saw this. This is the county where my old trainer lived. I got many a BC (and mix) from that shelter via his watchful eye and open door policy - but he's gone now, died of cancer several years ago. The AC guy in charge at the time was a good friend of his - I can't imagine he is still in charge though. That guy would actually take time out of his day to bring a dog to Steve rather than have a nice one put down.
Until I moved here and saw how casual people around here are about breeding, I was adamantly against spay/neuter legislation. But, unless someone can tell me a great alternative that will wake people up to the problem and make them realize that dogs aren't playthings and breeding is creating a bigger problem than just a few unwanted pets - I don't know.
At this point I'd be all for something that positively allows for responsible breeding of both working and show breeds. Right now all I've seen is legislation that does stuff like requires kennel club registration, charges a steep yearly per breeding animal fee, and other things that would seriously harm those who breed correctly. It's a bit of a quandary.
