What on earth does a Vin number on a car or serial number on an appliance or other purchase, have to do with a mandatory Microchip law on a dog
Like it or not, philosophy aside, dogs are legally property, chattel, I suppose. Insurance-wise, someone could claim on my homeowner's insurance for damage caused by my dog. Microchipping a dog would let authorities know who the breeder is or who the last known owner is. If the dog was found to be intact, whoever's name is on the microchip could be held liable. But if a byb doesn't chip and gives away or sells for cash in a parking lot, how are they to be identified? Most of these laws are logistically unenforcable, or could be enforced with prejudice.
