only other thing you can do, which is often quite effective, is to call all your local media/ TV stations. They love to put horrible stories like this on the air, and the shame of being revealed to the world is often effective in getting owners to do more, or at least get AC to get its act together and do something.
No kidding! There was a black lab abuse case here that got way more coverage than the killings in Mumbai. I was at a pet store a few weeks ago working on Nikon's heeling and this couple came up to me and brought up the case, they wanted to go find the abuser and shoot him in the head. Sheesh!
Last time I found a stray dog and called the local shelter to see if someone was looking for him, they encouraged me to bring him in. Not because they didn't want the owner to have him, but they like to have the owners come to the shelter rather than someone's house, so they have to see what happens to the other dogs who are unclaimed, pay a fine, and be educated about letting their dog run at large. We could not get there before closing, so we kept him for a night and tried to find the owner ourselves (drove around looking for "lost" signs, took him to a 24 hr e-vet to check for a microchip). The next day it became apparent he had a UTI and possibly some other health problems so we took him to the shelter. I guess you also have to weigh the risk of the shelter. This particular shelter will treat and adopt out animals, even ones that are missing an eye, a leg, etc. so him being a cute little Bichon with a great temperament we figured he would probably get a better home than the one who left him outside in an ice storm.
