Could it be that the money for ed programs and the money for sports comes from two different pots and they can't take from one to help the other? I know what you mean about HS sports, though. There are towns where parents actually go along with the plan to hold their sons back in high school so they can play football more. 
Makes you wonder what they're thinking ... or IF they're thinking.
