We get those calls all the time too. If we don't reconise the number we don't answer. We have a saying in our house, "if the number is not familiar don't answer it if its important they will leave a message", ofcourse they never do. I had to change our answer machine message because we where getting Chinese ppl calling our house phone looking for their relatives. They never missed a month when they wouldn't call. Hopefully the message on the answering machine will make them realise that the phone number they are dialing to belongs to Mexicans and not Chinese.
