Get a written document from the HOA stating their complaint and a reasonable time limit to change things. Interview neighbors as to the nature of their complaint. Don't get mad at them. It may or may not be something your SO dreamed up. Also, ask for proof that your dog is howling and creating a problem. That is, the neighbors or HOA should produce a recording made from the street wherein they can specifically hear your dog's distinctive howl.
I have an advantage of having a friend who works with several attorneys, a few of them being retired circuit court judges. But you might be able to find some legal aid, even at a local college with a law degree program.
