I work in a place like this. We allow only up to 17 dogs in a room with one person and dogs are separated by size and activity level. So you may see a larger dog in with the smaller dogs because he isn't comfortable with the large dogs. But anyway, as for the humping, we try to discourage it. It does happen, but we are to stop anything as we see it. It does upset some dogs and can cause fights, so it is best to stop it. If the dog will not stop we will give a brief time out. Usually the dog gets the idea after a couple of times of being removed from all the fun. I would imagine that your facility does the same, maybe you just weren't seeing it. Although I would bring my concerns to them about this.

I'd be more concerned about numbers than the humping. Although the humping should not be allowed to go on uninterrupted either. My day cares (I take them to two different ones) never have more than about 10 dogs together and they separate the dogs by size, temperment and activity level. That many dog all together in one room seems like a recipe for problems.
I too would be more concerned with the amount of dogs in a room. How large is this room, and when there are 50 dogs in there I would hope there are also more people. I find it difficult to watch 17 rambunctious dogs at once (which is why we have two people in to start until everyone calms a bit), let alone 50.
