Need Advice on ex-neighbor shoots his dogs

INnMichigan is is a felony to shoot a dog. (teh law is below) I don't know where you live, but perhaps (probably) it is illegal in your state too.

The news could be much better here. I called a deputy-sheriff (a friend of mine) and talked to her. There is no law in this state that says that you can`t shoot your own dog. You can`t shoot other peoples dogs as its a class 1 misdemeanor. But she said if someones dog is killing your chickens or any livestock of yours and you shoot the dog most likely nothing would happen in the court. Dogs here are just considered property that you own. I thought we should to get together and go to the shelters as her being a deputy-sheriff. I thought they would take me as a serious complaint. That is till I talked to her. So now I guess I`m on my own again. I am going to call the shelters and see what they say. Maybe they will think I`m a person just trying to get back at him or a ex-wife or something. We`ll see what happens.
 
As I`m thinking about this- -this really sucks.
 
You can`t starve your dog, not give your dog shelter, or water, but you can shoot your dog. Can`t hardly believe this.
