    ok, i just moved into town about 5 months ago, previously we've always lived out in the country or woods. i take my dog for an hour long walk at night because he needs his exercise since he is no longer allowed to just roam about the yard all day due to traffic and all that other fun city stuff. so anyway when we first moved in i had taken my dog out for a walk and ended up being followed by a big black lab mix (?) that im pretty sure was in heat by the way my dog was going nutso over it. the whole walk i asked every person i saw on the street if they knew whose dog it was, no one knew, but it eventually wandered away from me. i never seen it again except last night when we went on our walk guess who came along? the whole hour was spent tugging my dog off it, so im assuming it was in heat again. i dont really mind that it walked with us, i dont even mind that it sat on my porch after i went in, but i do mind that this dog is running around loose, AGAIN. i know it has a home, its not skinny at all, and i hadnt seen it since the first time and i walk every night, so i didnt want to call animal control and it was too late at night to drag it around and ask people if they knew whose it was. i hope it found its way home.but my dog has not stopped whining since then!!!! every time he encounters a female in heat, he is sooo hormonal!
     
    okay, i just wanted to whine about my dogs whining.

    Have you already asked yor neighbors if they owned it? You should follow it home one day and find out who owns it, there is no excuse for having a dog on the loose, you should comfront them (but is definally not uncommon in the country). I don't know if you should call animal control if you say it looks to be in good health.

    No tags on the dog? I'd call your vet and see if they know a good rescue you could call or a no kill shelter. They most likely will know of one.
    OBVIOUSLY her owners don't give a crap about her if she's in heat and she's getting loose or allowed to roam free.
