What excellent news! I was so hoping that Milo would end up with you! [sm=clapping%20hands%20smiley.gif]
I know I'll sound like a paranoid pessimist, but would it be a good idea to document what has happened thus far? For instance, write a little "diary" that maps out the events since the first day Milo was left with you. Dates, your recollection of conversations/comments, etc. That way, if they ever did come back (like 3 months from now or something), you could provide evidence of their basic abandonment and how you've provided all the care and responsibility.
I have no idea what steps someone could take if you refused to give him up, but if the authorities had to get involved, your documentation would be very valuable to showing their lack of follow up and your immediate assumption of full responsibility.
At any rate, it's terrific he's with you, and even if he's feeling a little down about his "family" being gone, I'll bet he forgets them really soon now that he's in a truly loving home -- and not tied out in the yard. I'm so happy for Milo (and for you, too)!!
