I have nursed a kitten that was dropped by its mom and abandoned so I know what kind of project you got yourself into. At three weeks of age, and way too young to be away from mamma there are a couple of things I did that you can do too. Hopefully you have more than one bottle for the kitten. Get a couple of cans of soft wet cat food. Take one bottle nipple and cut some of the tip off. Take a measuring cup or small container and mix a couple of tablespoons of wet cat food with the kitten milk replacer formula you are using....(please tell me you are not feeding cow's milk) this mixture will be thick and that's why you want to cut a little bit off the tip of the bottle nipple. Better to cut too little than too much, you can always make another cut to get a better flow. As kitten nurses, watch for signs of swallowing, and a creamy milk moustache.
Second thing you can do, is actually run the kitten's back half under a warm faucet. Wash her tummy as that is the real stimulation she needs for her digestive tract. Many people think its just rubbing the bottom but it is rubbing and massaging the intestines to move food forward. Don't get her whole body wet, and make sure to gently towel her dry so she doesn't get cold. Take a damp warm wash cloth and wash her all over including her face. It promotes bonding and good health too.
Ask the vet for the best guidelines on when to get her completely onto regular solid food. The extra calories and nutrients from adding a little bit of wet food into her formula will help her gain weight and develope into a healthy cat.
If you can find it, she will snuggle into a piece of faux fur. You might be able to get a scrap from a Wallyworld or a fabric store and put it into a shoebox from a pair of boots or other big shoes.
I have gone this route many many times from fostering a zillion kitties so I know you have your work cut out but it's not impossible. (Just expensive) Good Luck...BTW what did you name kitty?? Jules
