I prefer to use RMB's to keep doggy teeth in good shape, and if I brush at all, I use a finger brush and no toothpaste. My dogs get few chemicals of any kind, and live to ripe old ages mostly.
It could be that the low quality food, combined with soft food, has created placque on your dog's teeth - that's probably where the odor is coming from. The danger is that if you don't address it with a dental cleaning by the vet, your dog could develop the same type of problem that humans get - gingivitis that can turn to periodontal disease. Not only can it be painful and inflamed, it can result in tooth loss and possibly heart problems. You may be able to find better quality foods online (you can go to www.mordanna.com and click on The Dog Food Project for some advice about foods)
As to his breed, my guess is Lab/Dane. I had a Lab/Dane/Dobe mix back in the 70's and he looks very similar.
I agree with your vet about the sucking - and as long as he isn't hurting anything, I wouldn't worry about it.
