    My neighbor urks me!

    Ok I have a new nieghbor that recently bought a rat terrier. Another set of our neighbors who now moved had a retriever that had puppies. This neightbor with the terrier bought or took in 2 of the retriever puppies. And since taking the new puppies they always leave the terrier outside tied up to a small tree that was recently planted so theres maybe a 2 ft spot of shade for it the rest is all sun. Its currently 91 outside and there is no water their for it. Im to shy of a person to say anything to this person, I also dont want to start anything with these people. I'd call the local shelters but nobody can do anything around here. I had another neighbor that did a similar thing and the base shelter and surround shelters said there was nothing they could do. WE dont have an ASPCA near us so that doesnt help. If I were to confront this neighbor how would I do it with out coming off as a B****. I think either way they'd see me as that. I dont think its right they have 3 pets. We're only allowed 2 on base. I guess I could call about that but in the mean time poor terrier. They take care of him that im aware off just tend to leave him outside alot during noon hours when its hottest.
    Why do people get dogs if they arent going to give them the love and attention they need!

    take out a bowl of ice water.  It is cool to lay against and will offer relief for a drink.  You could also take some cloth and angle it in the branches to increase shade.  Some times doing the hard thing is the right thing.
    How you respond to them?  Happy voice, "I noticed your dog was very hot in the yard.  I just thought I would bring him a something cool."

    That's a good idea! You could also bring over a water bottle full of frozen water. Mine like those in the summer [:D] If you are worried about the dog chewing on a plastic bottle, you can just cut the bottle off of the ice block, and just give the dog a bottle shapped block of ice.
     
    It's hard to find a nice way of dealing with irresponsible neighbors. Good luck.

    I agree with the prior messages.  I'd rather be sure this poor pooch doesn't end up being a piece of fried meat in the heat than to worry about what these irresponsible neighbors are going to think.  Do what your heart and mind tells you is the right thing and you will NOT be sorry.  Good luck.

    I agree with everyone else!  Are your neighbors home?  If they're home and the dog is outside today (it's 96 degrees here!), then there is something wrong with that picture.  I'm not shy, but even if I were, I'd most definitely walk over to the little guy and give him some ice water and THEN put a HUGE smile on your face, ring your neighbor's doorbell and tell them that you provided the dog with some ice water because "it's so hot out here and I noticed he didn't have water.... bye!"  Then saunter away.  No snarkiness there, even though you'd like to slap them... on the inside. Hehe!
     
    People need to be held accountable.  You might be a "b****" to them, but hey... I'd rather be that and be able to see the dog playing in the yard tomorrow or the next day!  He could die out there... what is wrong with people?!

    Those are great ideas - a bowl of ice water, some ice and if you have one, an umbrella poked into the ground.  And if you just go over to *let them know that you noticed their dog was without water and/or shade* I don't see any way that they could get upset. Who knows?  They might be very grateful (if careless and unobservant) and you will have made new friends.

    Well I didnt do anything today becuase I was running late for work and I saw her come out on her porch as I was leaving but the next day I see him out there in the heat and sun im gonna politely go upto there door and mention that he looks very hot and could use some water and shade. I dont think they did it intentionaly to harm the dog becuase they dont seem like that kind of people from what i've seen of them. I just dont think they really understand. And I guess if she does take it personaly than thats how she takes it. My co-workers said that one of hte local shelters here will do something about it if its a constant thing. I guess maybe just talk with them or something. So if things keep up like that then I may result with that. Thanks for the help!

    I don't wait around for things to happen, I do it, that poor dog is suffering.  I turned in my neighbors for letting their dog out in below 0 degree weather with no shelter and no food or water for the whole day.  Dogs need someone to look out for them.

    Even the most basic of laws usually requires food, water, and SHELTER. I think the last is probably the one they would cite them on. Shelter is a big deal, esp in extremes of weather.

    Right, Gina.  Shelter is a biggie.  It looks like a good part of the country is experiencing extreme weather right now, and it not too comfortable. No shade would be as bad as no water, IMO.
