I don't want to be seeing Border Collies under every rock, but I've seen quite a few known Border collie sheltie crosses and that little guy looks very like. All the Border Collie typically does to a Sheltie cross is moderate the looks - more stop, broader head, less hair, push the height towards average.
White factoring is very common among Border Collies. If the Sheltie parent was even slightly white factored, probably 3/4 of the BC population would throw white pups. Even many working breeders are aware of the white issue and try to take care - whites are perceived to be a risk for hearing problems.
I've never met a BC/Sheltie I didn't like. Good luck!
