I saw this article on the Toronto website today. I will post just the words, and a link, though the picture of the dog is horrific, I don't advise to look at it. So view it at your own risk. http://www.thestar.com/news/gta/article/682663

Animal cruelty investigators aren't sure if a shockingly neglected dog found in Clarington, east of Oshawa, will survive and are offering a $1,000 reward for information leading to the conviction of its owner.
The male chow, believed to be about 4 years old, was picked up by animal control late Sunday after it wandered into a yard with a raw, bleeding face, nails so overgrown they had gone into the pads of its feet, infected ears and thin, matted fur infested with fleas.
Animal cruelty officer Debby Houghton was shocked at the sight of the dog, dubbed "Phoenix" by workers at the Humane Society of Durham because they hope some overdue tender loving care will help him rise from the ashes.
"This dog was found to be in horrific condition," Houghton said. "Whoever has been responsible for allowing this dog to be so badly neglected, and has allowed this dog to suffer in the condition it was found to be in, needs to be dealt with accordingly."
The dog was taken to a veterinarian today and will undergo a multitude of tests for disease and other ailments.
"It's in grave condition right now — we don't know if it will recover," Houghton added.
Humane Society of Durham manager Ruby Richards said the chow is one of the most neglected animals the agency has seen.
Anyone with information is asked to call Houghton at 905-242-8461 or the Humane Society at 905-433-2022
