I can agree to that. The one time I took Shadow to a dog park, he was charging all the males and sniffing all the females (he was unaltered and I didn't have a lot of training in.) Sometimes, he's defensive, other times, not. So, I always supervise him. If it looks like a no-go, I don't force the issue. I realize some dogs will tussle while they sort out who's who, but we don't have to get along with everyone to be happy, just get along with each other and have some obedience should he be off-leash and a problem arises.
But I tend to believe that some problems are best solved by avoiding the problem. Also, dogs have personalities. Some dogs they will like, some they won't. It's not like they have a union card and a secret handshake.
