ha ha, sounds like a perfetly healthy JRT to me.  Looks like you need to start him off on some on the leash training first.  The best way to train is enroll in a group class with an instructor who does positive reinforcement training.  You may even sit in a few classes and see if thats what you want to do before you decide to enroll.  Now if a class in not a option there are many great books out there, I'll have to look them up.  Don't give up hope, naughty dogs just need attention altered in a way for them to focase it on you.  You never know, agility may be where he is headed.

Ok, here are some books.  Some I have read and they are great!  Others I've heard to be really wonderful.  This list was put together by spiritdogs on anouther topic about training dogs.

I agree with Xebby, sounds like your JRT is pretty typical!! [:D]  Dasher is almost 2 and he still runs around the house!! I would think something was wrong with him if he didn't!! [:D] I would try and get yourself in an obedience class with him and try and read some of the books recommended.  If this is your first dog it may be beneficial to do as much reading as possible until you can get into a class or one on one with an instructor.

Try not to get too frustrated, after all puppies are not born knowing how to act, they are relying on you to help them. [;)]
