No, we normally don't yell for housetraining accidents, but my husband turned around and saw him peeing on our dog, and it caught him off guard. It was just his first instinct.. I thought it was ok to say "No" and lead them outside as long as you caught them right in the act of having an accident?
I try not to startle dogs that are having an accident, lest they learn that it's scary to pee in front of me. That's when you get the dogs that stand there for an hour on the end of the leash and won't go, only to have them come inside and pee behind the couch LOL. An isolated incident is forgivable from the human perspective, and your hubby shouldn't blame himself, but from a doggy point of view, it can be enough to cause avoidance behavior. When I'm training a dog, I supervise them closely and try to gently take their attention away *before* they lift a leg or squat, when I notice the earlier sign of circling or sniffing at the floor. And, I just say, "Outside?" and take them out. Using the question helps them identify where we are going each time, and eventually ends up as a cue. I don't call attention to an accident that has already happened. I put the dog in another area and clean it up with an enzymatic cleaner.
