The milk analogy doesn't really work here. Meat for humans is *already* subjected to certain standards just like milk. There will always have to be a way for butchers, grocers, meat processors, etc to dispose of the parts that are *already* deemed unfit and that's where a lot of my friends get their raw dog food. They buy through a vendor that is the "recycler" of the stuff the butcher can't use or sell. You can't cut out that step in the process unless you now require ever butcher and grocer to have their *own* means of disposing of meat, bone, organ parts, etc.
