I like a nylon training collar, especially with my dogs because the chain gets stuck in their hair (I have Australian Shepherds).

I don't know anything about small dog concerns, but I thought I'd throw the nylon idea out there. My nylon ones were made for Schutzhund and are supposed to sit really high up on the dog's neck, though, so you may not like that feel.

For basic obedience, a standard flat nylon (or leather) buckle collar is best.

For my corgi, I am using his regular flat collar that he normally wears.  >^_^<

I find the majority of folks who use harnesses on little dogs dont do as well.  It is too easy for the harness to be used for managment and not training. Dogs get moved into position by the harness action and never have to actually think.  Also, harnesses are not allowed in competition so you are going to need a different collar if you go that route.  I second the flat buckle collar for most situations.  If there are problems in class that can not be resolved after 2-3 weeks, then I will work with each team individually to determine what collar option they need.
