Make her drag a leash 24/7. Everytime she goes to jump, step on the leash so she can't. Also, she perceives any attention given, negative or positive, as its okay to jump. Also, redirect her attention when she jumps.

P.S. When she jumps up turn your back to her and cross your arms and give no and I mean no attention. I hope I'm not coming off rude because thats not my intention.

Shes 9 months, she has the attention span of a hummingbird. As for the car issue, when she starts in on the car chasing, I'd completely stop moving and ask for a sit or down until her focus is back on you. Saying no is not telling her what she should do. Try leaving the room or turning your back when she mouths. She'll eventually get that when she does this play time is over.

To get her to stop chasing cars, carry very delicious dog treats when you go on walks. Then teach her an attention command, like "here" or "watch me" or even just say her name, and when she looks at you, give her a treat. Practice doing this when there are no cars around (so she's not distracted) until she's really good at it. (Only practice for 5 minutes or so at a time, or else she will get bored.) Once she's really good at paying attention to you, practice doing the same thing when the cars are around. The idea is to teach her that you are more exciting than the cars, so she should pay attention to you, not them.

Your dog is very young - she is like a 2-year-old child. If you try to think of yourself like her "mother" instead of her "owner," it might be easier to not get upset when she doesn't listen. Dogs are like young kids - sometimes they do what you want them to, and sometimes they can be very frustrating! So you just have to be patient, and consistent, and creative enough to find ways to teach them :)

Shelties are so smart!!!  Clicker training works very well with them.  There are some free lessons at www.clickerlessons.com.  Also, try watching these videos, keeping in mind that all these behaviors are gradually built up using training scenarios that increase the distraction level gradually, and that you don't go from success in the living room to success outdoors next the freeway.  You may even have to get some friends to volunteer to drive one car slowly past you in a quiet neighborhood, and build up from there:

Get your guests to help you train:-))  Your guests should completely ignore your dog when she is jumping, not even give eye contact.  Once her feet are all on the floor, they can tell her "good girl" and pat her or offer a treat (which they must feed while her feet are still on the floor).  One good strategy is to contain the dog rather than have her greet them at the door which is a very stimulating location, and once they are all in the house, you go get her and let her interact with them one by one using the strategy of ignoring her or standing up and turning away should she jump up.
