VERY likely it is a 'reverse sneeze' -- their sides will sometimes heave with the effort of trying to get air. (I have a peke and I have had several dogs exhibit this)
Next time try cupping your hand over the dog's mouth and nose to get them to -rebreathe- air. Strangely enough it usually stops the phenomenon. Try and keep the dog calm -- it can be quite unnerving to them.
DO talk to your vet, however, because an exam is the only way to rule everything else out.
