Please try a different approach -- the water is likely a symptom, not a "problem" alone. 
 
Try a vet who does traditional Chinese veterinary medicine -- acupuncture can help both the heart and the kidneys and it can help get rid of some of the medicines that cause problems.  The heart and kidneys are VERY VERY VERY linked.  Remember the kidneys purify blood that goes to the heart. 
 
Have the dog's blood pressure checked -- and not every vet can do that.  Hypertension can worsen renal problems and just because a dog's heart isn't beating efficiently doesn't mean the blood PRESSURE isn't high.
