I don't have a Shih-tzu, but I wash dozens of them successfully with
Coat-handler shampoo/conditioner. Shihs, along with Lhasa-apsos, are the most common breed in my shop. For sensitive skin or badly mated coats, I use
Bark to Basics Oatmeal shampoo, and de-mat conditioner. Both brands have great dilution rates (15:1), and are tearless, hypoallergenic, enviromentally friendly, and rinse-out easily. I also use the wild berry/whitening/flea & tick shampoo as well. I really like these two lines of products!
