Shame I didn't know about this before. The Border collie National Finals were in SD three years in a row (guess that wouldn't have helped you anyway, oh well). They always have an eye clinic there. They were in Sturgis.
It's possible she's just a puppy still and developing her eye coordination. I know Border collies can seem pretty goofy until they learn how to process everything they are seeing. Kinda like information overload.
If you are still having problems or if things get worse, it might be worth it to take a little road trip at some point. PRA and CEA can only be diagnosed by dilating the eye and having a certified opthamologist check the eye.
TYGO, Cambria looks purebred. Did you look at some of the dogs in the link I posted? Sable isn't a common color among BCs but it's not unheard of.
