The problem that you hear of is PRA which is progressive retinal atrophy. Parents can be screened for it through CERF screening. Even if they're screened that doesn't mean they won't develop it, it just means they don't show it now. Some can develop it later in life. Honestly though I've known a ton of papillons and I have never known one with PRA. I've only known 3 with patella problems which is the other issue you hear about. OFAs are typically done on knees. I have never heard of that breeder so I can't help you much there, sorry! Initial inspection seems worthy of looking into further though most their dogs look pretty young.
