    Relax your no-play-outside rule. Exercise and excitement both stimulate the bladder and bowels and therefore OUTSIDE is exactly where play should be happening right now! I THINK I can see why you dont let him play outside... but maybe you could take him out on his lead, wait for him to go, say the prompt...

    I know getting up every 2.5 hours at night will be a real pain , so you might want the nighttime crate to be big enough for the pup and a scented puppy pad for the first month. This shouldn't slow down your housetraining too much if the daytime crate has only enough room for the pup to turn around...

    What you need to do is basically like firedog said... potty break, crate, potty break, crate... etc. till she goes and THEN let her have freedom indoors. AS she is ALREADY going, say your cue. Pick a different one and make sure she connects it strongly with actually eliminating before using it as a prompt...
