I have been battling skin and ear infection issue's with him for a long time now, to long, so I am going to have him tested for Hypothyroidism. My old girl Babe was also a shepherd and she also got these. On her legs, her ears, her sides, her chest...................they never did anything for them but pull them off. In the end I just pulled them off. They would bleed a bit and then go away. I would just monitor it for now and think of it as a skin tag.
