    spay/neuter bill in CA

    This bill would make spaying/neutering mandatory for cats and dogs in California by 6 months of age. There are a bunch of exemptions: show dogs, athletes, therapy dogs, etc. It was pulled out last session, but it's just been re-introduced.

     I heard this bill passed today, mandatory spay/neuter 4 month of age...I can not find a link...I saw this on another board

    That was the city of LA and it has been held over for a second reading.  They didn't get the required votes to pass it on the first try.

    City Council Approves Pet Neutering Ordinance
     
    LOS ANGELES (AP) --- The Los Angeles City Council has tentatively approved an ordinance that would require spaying and neutering of pet cats and dogs by four months of age, with some exceptions.
     
    Cheers erupted when the retired "The Price is Right" host Bob Barker stood to endorse the idea.
     
    Baker noted that for decades he closed his show by urging viewers to help control the pet population and that the audience was filled with people who had worked on the problem for years.
     
    Other advocates said the law would have plenty of exceptions, including for licensed breeders and show animals.
     
    Minus four members, the council voted 10-1 in favor of the ordinance.
     
    The ordinance is set for a second reading next week. It will require only a simple majority to pass.

    Keep in mind that some others may feel the opposite to you and where they may feel that this is truly happy news, particularly when they see that there are plenty of exceptions, and the LA council after the first reading and debate did vote 10-1 in favor of the ordinance, and it will be interesting to see what they do vote after the next reading and debate.

    Some may see this as an indicator to the Californian Bill AB1634, and from what I hear so far it's been waiting to be presented again to the Senate after the Senate scheduled sitting period finished and broke up where the Senators went back to their electorates, and I hear that there has been some amendments to strengthen AB1634 where we may have to wait and see what happens regarding that Bill.

    There certainly are some people who feel exactly as Corgi feels, but then there are others who feel the opposite. There already have been plenty of discussions about this and that and no doubt there probably will be heaps more down the track. From what I see the general public are getting tired of hearing the same old debates repeated yet heaps more times, and they do know that dogs are being killed in pounds/shelters where they want to dramatically reduce or stop this, and in places that already do have such ordinaces they do see or hear of people who do have dogs where the argument of end of dog ownership in peoples lives has very little impact, and from what I see quite the opposite effect so please keep mentioning that.

    I don't care about long term agendas when I see the number of dogs who sit and rot or are euth'd in LA shelters. It's truly disgusting. Mutts, purebreeds, pet store dogs, BYB dogs, dogs from breeders that aren't horrible (though clearly aren't fantastic).... and the number of pure bred pitties alone is staggering. If this makes even a teeny dent in those numbers, it's worth it. I'm not 1000% convinced it will, but if it does...and if dogs who are shown or otherwise proven still get to be bred..the idea of it being harmful is totally lost on me.

    chelsea_b, from what I gathered it appears that predominantly it's the people who actually work in and support the Californian Shelters who want this, they talk to others in California where such measures have already been employed so they know such measures do work where they want it too, via this link see who supports this:-

    In opposition it appears predominantly to be people who breed and show such as with the American Kennel Club, they even threatened to cancel their dog shows in California. I find it hard to understand why they are so opposed for in the legislative bill it is written they can easily apply for exemptions where they don't have to spay/neuter their breeding and showing dogs. Many of them already do spay/neuter the pets that they sell to the public, this as they do not want Puppy Mills and Backyard Breeders getting their hands on their dogs and using them for mass breeding. Their own club even promotes spay/neutering, yet is so opposed to this spay/neuter bill, this appears quite confusing to the public, anyway the below is a copy and paste from down the page on their club's website via this link:-

    Spaying or Neutering Your Dog
     
    Unless you know you are going to show your dog, it is best to have your female spayed or your male neutered. Spaying or neutering is a fail-safe method of birth control.
     
    A spay operation removes the female dog's ovaries and uterus. A spayed female will not come into season two or three times a year, as unspayed females do. She will not attract male dogs from miles around, she will not discharge on rugs, sofas, or bedding, and she will not be prone to diseases such as pyometra (uterine infection) and mammary cancer.
     
    A neutered male cannot breed successfully. His desire to roam in search of females will be reduced, and he may be less aggressive in defending his territory. Also, he will be less susceptible to prostate cancer.
     
    Apart from these benefits, spaying or neutering will not change your dog's personality.

    I have been following this from the get go and think it is a pipe dream that will NEVER succeed. It is playing to the agenda of the AR freaks who want to abolish animal ownership all together.
    Being someone who has done rescue for 10 plus years now, I can tell you that the number of dogs being given up are older dogs (not puppies) that the owners cant keep because they have to move, new children, allergies, and on and on and on. VERY few give up dogs because they cant sell the litter. Doesn't mean it doesnt happen, it just isnt the most commonly seen reason.
    This bill will NOT stop those people from giving up their dogs for those reasons. They will continue giving them up as lives change. So how does this bill stop the intake of dogs in shelters? I dont see it.
    Someone once told me that if fewer dogs are bred, then there will be more people adopting instead of going to breeders. It is laughable to think that this will cause more people to go to the shelters to adopt. If they want a puppy, the internet is full of sites selling puppies. They will go there. These sites often advertise poor quality breeders and puppy mills. So now we are supporting and PUSHING people to the very breeders that have CAUSED this problem. And what are the chances that, even if the breeder does offer to take the dog back, the owner, ready to dump the dog, is going to take the time and money to ship it back, when the local shelter down the street will take the dog for free?
    In order to make it work, it would have to be passed on the National level, with numerous restrictions, and damn near impossible to enforce. If it passes on the National level, animal ownership will die out because lets face it, no intact animals, no breeders, the total end of animals by the year 2030. And wow, look at that, exactly what the AR activists wanted.
    It is ludicrous to think that this will actually help to the animal overpopulation problem. It is full of nothing but problems and I see no good coming from it.

    When I last read the Bill it mentioned something that breeders can obtain a permit. Maybe you can obtain one of these too and keep breeding puppies just like you always have. In doing so your small contribution may help prevent as you mentioned "the total end of animals by the year 2030".
