Have you tried benedryl or spraying wih a hydrocortizone spray? Also teatree oil mixed in water, spray feet and/or whatever itches.

They ask so little and give so much!

What does your vet say to do to relieve the itching?  (you could call for a phone consult)

Also, if the food you are feeding is high in grain content, that could cause some of the itching.  Could you switch foods to one without grains?  (if that is the case.)

Probably the easiest thing to try would be to switch to an "allergy formula" (like Natural Balance Duck & Sweet Potato) and see if that helps.

You could try one of these, instead of the Elizabethan collar: http://www.handicappedpets.com/acc/nobite/index.htm

Just FYI, according to a 2001 study, the most common food allergens in dogs are: beef, chicken, milk, eggs, corn, wheat, and soy.  So, I might go with a grain-free fish-based diet, or an elimination diet first.  For more information on ingredients in dog foods, you can visit "The Dog Food Project" online.  Also, you may want to get your dog allergy tested - most dogs do not have food allergies, they suffer more from environmental or inhalant allergies.  You can't hope to treat your dog successfully if you don't know the cause of the problem, and you could make the situation worse.  If you can't afford care, consider Care Credit, or ask if your vet belongs to the American Animal Hospital Assn.  They may be able to access a grant for  you.  There are several charities that help, too.  imom.org; uan.org; and help-a-pet.org.

my dog has allergies and i feed him grain free dog food, it has helped him signifgantly. it is more money than what your standard grocery store food  like iams or nutro but its worth the money.

Actually, if you compare, you will find that Iams, for example, has about 1/2 the kCal of Innova, so you would be feeding less Innova.  You may not make up the whole difference pricewise, but it isn't as bad as you would think.

Maze has a bad grain allergy and I've switched her to grain free EVO red meat. I've found with that food, 30$ buys a small bag but I'm feeding half of what I used to with pedigree. In a week, her scratching and chewing has gone down and her fur is growing back.Price wise, you're getting more food for less and it is better for them in the long run.
