He was badly beaten and burned, intentionally. And, some of what's on his ears(right side) is burn. His paws are not burned, they "think" someone put something on him, either a chemical or hot water.
When a dog lies down with something in their mouth, their paws are often straight out in front of them. The article says nothing about the wounds on the head being a burn. From the photo they look consistent with wounds from a dog fight. That pink open area could be from the biting and tearing action of another dog who has ahold of his ear. They do say he had bite marks on his head. The article also says nothing about the dog being beaten.
Try to imagine how someone would get burns on the inside of the dog's legs. In a normal attack from a human, wounds are going to be on the outer and upper part of the dog. Top of the head and back, sides, outside surfaces of the legs are all feasible. To get to the inside of the legs the dog would have to be immobilized somehow. Probably sedated. Then the dog would be lying on their side. They would have to burn or apply a chemical to the inside of one leg, flip the dog over, and repeat. I would think that people who are sick enough to do something like that would pick different areas to burn or other kinds of terrible injuries to inflict.
Now imagine a dog finds a bottle of something, lies down with his legs straight ahead, and then bites the bottle and the bottom cracks and fluid spills out. Or a tooth punctures the bottle and it begins to leak out there. Or it was only partly full with a loose or missing cap, and then it tips over further so it spills out. The dog is also running loose, at some time either before or after the burn he is involved in a fight. That scenario just seems very feasible to me.
