There will be no cooling down of Sparky, the 9 week old puppy.
He's just a baby, an infant. At this age, they are pretty much mindless when it comes to how to behave. Don't get me wrong...they can learn, I started showing my pups how to sit, how to come to me and to start getting used to a leash at that age.
Sparky's roughness is simply play...that his job right now. Play, play, play. Don't look at it as aggression. If Dom plays more roughly with pup than the other two, maybe Sparky is just reciprocating.
I think your right in telling Dom to leave the pup alone. Soon, Sparky's little jaws will get stronger and those razor puppy teeth will start to hurt when he plays. Maybe what you do is make sure the kids always have puppy toys in their hands so that when Sparky gets too rough and starts mouthing, they can redirect the puppy to play with a toy.
