I don't know if you've ever heard of or heard Carlos Mencia. He always cracks jokes about mexican girls being fertile and having kids at young ages, so I guess it's only natural in Mexico, the animals run around having puppies, so the population explodes. It was hard to hear the whole thing, since my hubby's here listening to the news, and going off...like right now! Sheesh! I'm not even listening to him and he's still talking! lol
But, I guess they are offering the service of spaying and neutering the animals running loose. Correct??
