Tina, don't get me wrong --- I know I talk and laugh quite loudly, too (I became very aware of that when we first moved to Oregon -- my loud, east coast verbal habits often made heads turn when I was in a room with a bunch of Oregon natives). And a hearty belly laugh is contagious, so that's actually good.
My neighbor goes a level above "regular" loudness -- I can't really put my finger on why it's more annoying -- I think the tone of her voice and the topics she talks about add some irritation. The worst is when she and her husband have a party and everyone is enjoying wine all night long, then they stand in their driveway laughing and saying their goodbyes at 1AM. The houses are extremely close together in our subdivision, so that's why it's more noticeable.
Also, her husband has a very fancy sports car with a loud engine, which he revs for no reason at all (other than to satisfy his testosterone urges, I guess). Combine that with a party and his desire to show the car off to his tipsy friends . . . we're not the only neighbors who find that annoying. Our squirrel-hating neighbor said the revving car wakes up his kids, so we suggested putting Ruby in their driveway on a morning after a party and encouraging her to bark incessantly as payback.
