You go back to housetraining 101.  Restrict access.  Often we give pups too much freedom too soon.  If you can't give her 150% of your attention, crate her, leash her to you, whatever it takes so she doesn't have the freedom to pee all over.  Same for the cocker.

thats what i was afraid of. she shares a crate with my cocker spaniel.. its the ONLY way i can sleep at night because they are so attached they yelp and yelp until they are together. so i have a HUGE cage and they both sleep together.. and she DOES NOT pee in the crate.. its only in the house..

do dogs get jealous????

 the reason i ask this is because she was pad trained while suzie is outside trained and when suzie goes outside to potty is when coco acts out and pees everywhere.. do you think she just wants to go out with suzie

No dogs don't get jealous - but why don't you let them go out together?  I don't understand.

Me too! Why can;t they both go outside to potty? Isn't that where dogs are supposed to go anyway? I'm not even going to touch the "crate" arrangement. JMO.
